Performs intermediate technical work assisting with the Utility Billing area leading daily billing activities, and related work as apparent or assigned. Work is performed under the limited supervision of the Senior Financial Analyst.
Identifies, researches, implements and tests new system releases and completing special projects as assigned by management. Works with various departments and staff for the purpose of gathering financial reporting information Performs daily, monthly and quarterly reporting and manages the daily billing area functions Accurately documents processes and procedures; trains staff and report project status is required; lead staff in the billing area on day to day tasks which includes assigning and reviewing work, helping to establish priorities, and training staff on new and existing processes and procedures. Plans, organizes and implements various policies and procedures. Provides customer service to internal and external customers.

Knowledge of the policies and procedures of the City and the Department; ability to maintain complex financial records and prepare reports and statements; strong analytical abilities, ability to make arithmetic computations quickly and accurately; knowledge of routine accounting principles, local government, utility billing, customer service, query writing, system configuration; thorough knowledge of all billing functions and policies, accounting and management practices; knowledge of Microsoft Office Suite and position specific software; ability to establish effective working relationships with other officials, vendors and the general public; ability to express ideas clearly and concisely, orally and in writing.
Education and Experience:
Associates/Technical degree with coursework in Accounting, or related field and moderate experience with accounting, billing, customer services, complex financial transactions, or equivalent combination of education and experience.
Physical Requirements:
This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires standing, walking and sitting; work requires close vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data; work is generally in a moderately noisy location (e.g. business office, light traffic).
